Project partners

It is one of the goals of the project Developing Assisted Voluntary Return in Finland to support networking and cooperation between different actors working with return in Finland. Below you will find a list of partners directly involved in or attached to the project.

Project partners
The most direct project partner is the Finnish Immigration Service that also provides funding for the project. Starting in March 2011, also Joutseno Reception Centre will become a direct implementation partner. This means that Victims of Trafficking will become eligible for Assisted Voluntary Return under the project and that IOM will coordinate and develop such returns in close cooperation with Joutseno Reception Centre.

Project Steering Committe
All Return Fund projects are requested to have a steering committee that provides guidance on the project implementation. The Project Coordinator at IOM Helsinki chairs the steering committe that additionally to the IOM project staff includes:

  • The Finnish Immigration Service
  • Helsinki Police Department, Immigration Police
  • Helsinki-Vantaa Border Guards
  • Reception centres in Helsinki, Joutseno and Oulu
  • Ministry of the Interior PEPP project
  • Ministry of the Interior Return Fund Coordinator


Helsinki Police Department, Immigration Police
One of the closest operational partners of the project is the Immigration Police under Helsinki Police Department.  Like IOM, also the police implemented a return project under the European Return Fund, from 2009 to 2011. The Immigration Police in Helsinki is also responsible for the coordination of return issues amongst Finnish police departments across the country.
